Substantial changes should be proposed here, and made by administrators if the proposal is uncontroversial, or has been discussed and is supported by consensus. I don't see how that link relates to anything. What do public domain resources have to do with FOLDOC? FOLDOC is not a public domain work; it is restricted under United Kingdom copyright law and international treaties and licensed to the public under the terms of the GNU Free Documentation License.
